Ministry of Education and Sports and Agency for Research, Technology and Innovation (ARTI), Albania in cooperation with the TUBITAK in the framework of the Protocol on Scientific and Technological Cooperation between the Republic of Albania and Turkey, present the call for proposals for joint scientific research 2015 - 2016.

YEARS 2010 - 2014
On 15 November 2014, The Agency for Research, Technology and Innovation (ARTI) organized at Tirana International Hotel the event "NATIONAL PROGRAMES OF RESEARCH AND DEVELOPMENT, YEARS 2010 - 2014". The purpose of this event was to present National Projects of Research and Development that have finished by the end of 2013. The event was opened by: Mr. Edmond Agolli – Director of ARTI and Mrs. Milena Hario – Minister for Innovation and Public Administration.
During this event, the coordinators of the 25 projects presented the results, conclusions and the recommendation of their projects. The fields of the projects were:
- AGRICULTURE, FOOD AND BIOTECHNOLOGY - 4 projects
- SYSTEMS AND INFORMATION TECHNOLOGIES (ICT) - 4 projects
- WATER AND ENERGY - 2 projects
- HEALTH - 2 projects
- BIODIVERSITY AND ENVIRONMENT - 8 projects
- SOCIAL SCIENCES - 3 projects
- MATERIALS - 2 projects
The event was attended by over 50 project managers, professors and PhD of different research areas.
Training Session at The University of Shkodra "Luigj Gurakuqi"

Information Day at The European University of Tirana
On 16 January 2015, the Agency of Research, Technology and Innovation organized an Information Day at the European University of Tirana about the possibilities for application at the new calls of the European Programme Horizon 2020, the cooperation possibilities with the Joint Research Centres (JRC) and the efficient ways of cooperating with the Euraxess Network which also promotes The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. Training Day at the Center for Transfer of Agricultural Technologies, Vlora
The Agency for Research, Technology and Innovation, on 19 November 2014 at the Center of Transfer of Agricultural Technologies in Vlora, organized a Training Day on the new European Programme Horizon 2020, Euraxess Network and the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. Workshop - Technical Assistance on Horizon 2020
On 20 November 2014 in Tirana was organized the Workshop - Technical Assistance on Horizon 2020. Participation under Horizon 2020 requires knowledge on the new challenges and notably the importance that research entities interact directly with the business world: transferring science and technology from academic entities to the markets is a fundamental element of successful innovation.
To meet these various concerns and to enable the scientific community of the Western Balkans to become familiar with the key challenges and objectives of Horizon 2020, the EC has organized in Albania as in each Western Balkan country a Workshop providing technical assistance to invited participants on project writing and management under Horizon 2020.
The training sessions were provided by experts from PERA GROUP.
Information Day at the Academy of Sciences of Albania
On November 2014, the Agency for Research, Technology and Innovation organized an Information Day at the Academy of Sciences of Albania on the new European programme Horizon 2020, a program which funds the scientific research and the Euraxess Network which supports the mobility of the researchers in the different countries of the European Union. Triple Helix Technical Assistance Project - Best Practice Sharing Seminar
The Ministry of Economic Development, Trade and Entrepreneurship with the support of the Organization for Economic Co-operation and Development and the European Commission organized Best Practice Sharing seminar on October 21st in Tirana. The purpose of this seminar was to share examples of best practices in OECD member countries and transition countries with local stakeholders.
Various examples of potential policy instruments to support Triple Helix partnerships were presented. These practices were presented from different representatives from different countries. Each of the presentations encouraged all the participants to get into constructive discussions.
Three representatives of Agency for Research, Technology and Innovation participated in this seminar.
Information Day at The University "Marin Barleti"
In the framework of the promotion of the new European programme Horizon 2020 and the other programmes that fund and support the scientific research, like Euraxess and JRC, the Agency for Research, Technology and Innovation organized an Information Day at the University "Marin Barleti" on 15 October 2014. The participants in this Info Day were the researchers of the "Barleti Institute of Research and Development". The researchers were very interested on the new programme Horizon 2020 and there were many questions for the way of applications, the new calls published on the official website of Horizon 2020, etc. There was also a special interest on the Euraxess network, the JRC and the Eurpean Charter of Researchers and the Code of Conduct for the Recruitment of the Researchers.
Information Day at The Institute of Public Health
In the framework of the promotion of the European programmes Horizon 2020, Euraxess and JRC, ARTI organized an Information Day at the Institute of Public Health on 13 October 2014. In this Information Day, many researchers and experts from different departments showed their interest in participating and cooperating with these programmes. Many of the researchers had previous experience with the European projects and cooperation with JRC. A new field of interest for the researchers was the Euraxess Network and the European Charter for Researchers and Code of Conduct for the Recruitment of the Researchers. The researchers were very willing to sign this Charter and we are positive that in a very short time the Institute of Public Health will be from the first Albanian institutions to apply and follow the European rules and legislations for the researchers.
Information Day at the Agricultural University of Tirana
On 2 October 2014, the Agency for Research, Technology and Innovation (ARTI) organized an Information Day at the Agricultural University of Tirana, with the aim of informing the researchers of this university with the European Programmes that fund the Scientific Research and Innovation. The programs presented were Horizon 2020, Euraxess Network, the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers as well as the Joint Research Centers (JRC). Steering group meeting of Euraxess Albania
Steering group meeting of Euraxess Albania was held 29th September 2014 at the AKTI’s offices. Steering group will be a high level support group and will act as a consultative body for the Bridgehead Organization. Steering group will be helping removing barriers in Albanian administration, by increasing efficiency of implementation of legislation. Steering Group will be established, involving representatives from Ministry of Education and Science, Ministry of Economy, Trade and Energy, Ministry of Foreign Affairs, Ministry of European Integration, Academy of Science Albania, Chamber of Commerce and Industry, higher educational institutions, as well as representatives of research community. The total number of members of the Steering group will be kept manageable and most appropriate to facilitate the mobility.
INNOVATION WEEK IN ALBANIA
The Innovation Week event is organized for the first time in Albania by the Ministry of Public Administration and Innovation. The initiative aims to present the vision of the Albanian Government and undertaken initiatives to modernize Albania through innovation.
The event will take place from 10th to 16th May 2014, in Tirana. Activities that will be organized during the week will bring together projects, initiatives and ideas aiming to provide innovative solutions for solving various problems that the country face every day.
The Opening Ceremony was chaired by Vilma Tomco, Head of Department for European Agenda and Evis Tasellari, Head of Unit of Bilateral Relations at AKTI. It was attended by high Albanian Authorities as Deputy Prime Minister Niko Peleshi, Minister for Innovation and Public Administration Milena Harito, Minister of Education and Sports Lindita Nikolli, representatives of innovation agencies, authors of the innovations of National Catalogue, as well as authors of six studies of catalogue sector studies.
On 10 May, ARTI organized the lunching event of "National Catalogue of Albanian Innovations for Human Development" in the framework of the Week of Innovation. In this conference participated speeches from the line ministries, the authors of the Albanian innovations published in the catalogue, as well as the representatives from the institutions that made possible the publication of this catalogue. Main Listed Cooperation Projects between the Republic of Albania and Austria
Agency for Research, Technology and Innovation in accordance with Agreement on Scientific and Technological Cooperation between the Republic of Albania and Austria informs that:
The Joint Committee agreed upon financing mobility costs of 10 co-operation projects lasting from 1 January 2015 to 31 December 2016 between the Republic of Austria and Albania.

Congratulation to Western Balkan countries and Moldova who signed up to Horizon 2020!
On July 1, 2014, five Western Balkan countries (Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro and Serbia) and the Republic of Moldova secured full access to the European Union's new seven year research and innovation programme "Horizon 2020" by signing the association agreement in Brussels.
The association agreements, which will apply retroactively as from 1 January, 2014, will allow research and innovation entities from this countries to take advantage of all the funding opportunities offered under Horizon 2020 right from the start.
Horizon 2020 is the new European Union funding programme for research and innovation running from 2014 to 2020.
On 11 December 2013, The European Commission has for the first time presented calls for project under this programme. Worth more than €15 billion over the first two years, the funding is intended to help boost Europe's knowledge-driven economy, and tackle issues that will make a difference in people's lives.

EU-FP7: Orientation Papers for 2013 Work Programme
The European Commission has published a number of 'Orientation Papers' which set out the research themes for 2013 work programmes of the European Union's Seventh Framework Programme for Research and Innovation (FP7). These can be found on http://ec.europa.eu/research/participants/portal/page/fp7_documentation/.
Orientation papers for the following areas have so far been released:
Space; Security; Health; Food, Agriculture, Fisheries and Biotechnology; Nanosciences, Nanotechnologies; Environment; Oceans of Tomorrow (cross-thematic calls) and Energy.
EURAXESS is registered as trademark
25 April 2012 - The EURAXESS is now officially registered as trademark.
Owner is the European Union represented by the European Commission.
What does this mean? All around Europe (geographically speaking) all those wishing to use the name and brand EURAXESS risk to be pursued by the EU if they do not ask for permission.
Republic of Moldova
A Memorandum of Understanding for the association of the Republic of Moldova to FP7 was signed on 11 October 2011.
The Republic of Moldova will become formally associated to the 7th EU Framework Programme (FP7) from 1 January 2012.
National Programmes of Research and Development for the years 2010 – 2014, Volume I - In Albanian - This publication contains 22 scientific articles of the projects developed under the National Programmes of Research and Development for the years 2010-2014.
European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers - In Albanian - These two documents, addressed to researchers as well as to employers and funders in both the public and private sectors, are key elements in the European Union's policy to make research an attractive career, which is a vital feature of its strategy to stimulate economic and employment growth.
NATIONAL CATALOGUE OF INNOVATIONS FOR HUMAN DEVELOPMENT IN ALBANIA - The goal of the catalogue is the systemization of creative practices of local actors bringing innovation solutions to common problems. This catalogue contains the 13 Albanian innovations for human development within the catalogue IDEASS.
GUIDE - VIABLE SEARCH FOR EUROPEAN PROJECTS - this guide aims to help somehow the Research Community to find information needed for programs and research networks of the European Community. In it you will find a summary of the most important web portals for Scientific Research in Europe.
GLOSSARY GUIDE - For recognition of European Community Programmes: FP7, COST, EUREKA, MARIE-CURIE - primary goal is to inform the Research Community on programs and research networks of the European Community with practical information on how to participate in these programs coordinated by ARTI.
